With the more general question of how welfare state transformation takes shape in the area of social health care in mind, my thesis wants to identify, describe and analyse how health care entitlement has changed in Germany and England over the last three decades. Using the social rights perspective, the focus is on the relationship between the individual, the society and the state. The thesis asks how rules regulating these relationships have been altered and what the consequences and implications for the beneficiary, the community and the state are.
